So I resorted to an all caps support ticket and got a prompt friendly reply. Big thumbs up to LJ Support for being nice about it.

The reply itself is pretty awesome in terms of site design failures:
When viewing any system page that shows the standard blue header banner (such as the home page), there will be a link labeled 'Post in blog' near the right side of the banner, a blank space, and then an envelope icon. Click on that blank space between 'Post in blog' and the envelope icon'.
I tried this and it worked. Here is where you need to click:

Apparently there's supposed to be an icon there that's not working at the moment.

The entire thing feels unfortunately half baked, though I don't mind the design itself. It's half responsive--works down to about a smaller tablet vertical screen size, but at a smaller screen size on the home page, the infinite scroll keeps anybody from getting to the side widgets. The "Community Directory" has a very prominent position compared to everything else on the top bar--taking up the most horizontal space--and yet that page has obviously not been restyled in the new design and has two page titles in different sections stacked upon one another. The messages count only hits 99 with no indication there's actually more than that. Etc, etc, so on and so forth.

Yeah, I don't mind the redesign in concept, but the execution is haphazard at best. In the older versions of browsers that I'm locked into at work all the fonts and spaces are huge. Everything loads and reacts more slowly. At the moment they've left out the ability to use filters when viewing your friends page, custom filters can only be used for posting.

Overall the new design isn't an improvement. It's merely different and, for me, is unnecessarily large. I don't get this fetish for constant new looks - it's not really change.

How hard can it possibly be to make an icon show up? They got the other icons to show up in all different browsers; why should this one be any different? The explanation makes no sense at all.

I can't say why it wouldn't or wouldn't be hard--it can get really tricky sometimes to make things work the same way across all browsers when you're doing fancier JavaScript whizbang, and it does work in *one* browser. But I don't think they did enough testing before pushing out a wide beta and a lot of the glitches could have been avoided.

Don't get me started about browser compatibility issues.

Just before they rolled this out, I've been having difficulty posting comments & expanding comment threads, problems I narrowed to browser issues.

Chrome (is my default browser): Cannot expand, cannot post comments.
IE (which I try to avoid normally): Cannot expand, can post comments.
Firefox (which I gave in disgust a while back after an upgrade broke a bunch of stuff): Can expand, can post comments.

Guess I'm changing browsers. Again.

I couldn't even log in on my iPad - the one place the new design would be welcome - so I suspect they're having some problem with Safari. From what I've been reading, this rollout exhibits different bugs with different browser versions.
